In addition to what other people have said: If a Vayne wins in 25 minutes, they probably popped off. 19/0/10 is a great KDA, but others have done equal or better in a 25 minute game while also getting better cs.

114 farm at approx. 26min is pretty atrocious actually.
The gold standard (not gold as in rank, gold as in the Standard you want to achieve) is 10cs a min. At approx 26min you should have about 260cs. Now at 26min if you are csing well you can actually have as much as 280cs.
CS is actually one of the highest priority things for calculating your rank. Its like 40%KDA and 60%CS
