Seeing/Hearing enemy abilities in fog of war

While playing the game, i notice that sometimes i can see particular skills being used in fog of war. For instance in a recent game, i was seeing Katarina's blades spinning as she was stealing my blue buff, (but i could not see her actual character) and i could hear the skill sound when hovering my screen over her assumed position. Is this a bug or is it something that was given to the players to help identify when camps are being taken?

It's been in the game for so long. I'm not sure why they haven't tried to remove it yet. I don't think it's intentional, and it's usually not useful because you have to be paying attention to the fog of war with your screen. But it's still there.
