anyone have trouble moving up ranks?

I was in bronze 2 heading for b1 but because of all these newbs playing the same damn characters, along with toxic players, feeders, and trollers. I have lost countless games and now I'm back to down to bronze 4. I play so many games where I dominate in game but because of one newb we end up losing due to him feeding intentionally or feeding because he sucks and decides to dive in too much ( is this reportable btw?), or other reason like just because he/she sucks at the game. I wanna dodge but I'm not sure if what are the penalties if I do it.

What do you guys suggest I do? I play top , supp, and jg so I vary my game lanes, but after that it's up to my teammates.
