Some Viktor changes that would make him viable

As most of you already know, Viktor has had a very low winrate and playrate this past season, hovering around 46%. He's seen as pretty weak by most of the community at the moment, but I believe a few small changes will make him viable to play again (I know that he's still playable, but he is pretty weak to play and climb in ranked when compared to most other champions). These ideas will hopefully make him both enjoyable and worthwhile to play again for those who love the champion.

Note: Although this post is calling for buffs for Viktor, there are still many other champions that are very weak and are left in the dumpster right now for solo queue (azir, ryze, gnar for example). This post doesn't neglect the fact that there are other champions that need help. However, it instead suggests a few simple changes that could quickly make Viktor viable, but that doesn't mean these champions should also be neglected.

These ideas should be tested on the PBE (not all of them should go through, or else that would make Viktor too strong; these are just some suggestions):

Reducing the first augment cost to 1000 gold. In a very early-game oriented meta, it is difficult for Viktor to make an impact on the game and help his team to gain an advantage due to the high cost on his augment. While this was suitable for the past season, Season 7 is a different pace of game.

Very slightly reducing the time for the second part of Viktor's e (Death Ray) to activate: the nerf to rylais' slow has made viktor's E much weaker as most of its damage can very easily be avoided without setup from his team. Or, you could make it so that the second part of e occurs sooner if the target has been damaged by both procs of Q (rewarding skill/decision making/risk for coming within q range with damage). Or, the second e can go through quicker as the game progresses as a scaling ability (like Lucian's q)

Make Viktor's R move slightly faster: with nerfs to rylais, his ultimate is much less reliable and much less effective
