If a player loses a certain number of ranked games in a row (3 or 5?) and had a low grade average (C) in those consecutive losses, require them to score a certain grade (A or S) in a normal match before they can queue for ranked again.

It will prevent it in ranked. It will also require people to improve before playing ranked.
Regarding potential bad streak there could be an additional qualifier like, 5 losses with an average of C or less grade.

It won't though. All you are doing is making them play 1 or maybe 2 games in norms before they go back to trolling ranked.
Bad players will not get an A+ grade that easily in normals
