In Game Lagg

Im not quite sure how to describe it, but I get random lagg spikes in game

im at a constant 35-40 ping in oce servers im 99% sure its not packet loss as i know what thats like and have experienced quite a fair bit of it i have a gtx 1080ti so i know its not my pc throttling as i get 300fps on ultra everything its only been happening since patch 9.24 a fair amount of my friends have reported similar issues

an example is i will play lee sin "land" a q on anything could be minion or champion the q will go thru said target ( and im not talking about random hitbox issues it legit will go thru, i have a recording) all during a "lagg spike" then the q will register after the spike and go back and connect to said target and can then recast,

happens countless times everygame more noticeable during team fights

if anyone else has this happening to them or can add to this please comment

SIDE NOTE: have to restart client every three games due to just sever client lagg, i play alot and i used to have to reset it every 20 games or so but this is beyond ************
