I think cs/min and ward/min are more important than KDA ratio unless you're playing support my theory is you should have at least 7 cs per min for a 20-25 minutes match, and 8-9 cs per min for a 30-40 minutes match

But this is the problem. You THINK. Riot refuses to tell us what the definite parameters for S-, S, and S+ are.

because sometimes I can still get an S with a KDA 8/3/2 but 7.3 cs per min :) I find the easiest way to get S for me is to play top lane, win your lane and spit push (or even steal jungle farm) for the rest of the game (I know this is kinda selfish so I only do this in normals), I'll eventually get at least S- ofc Riot can't tell us how to get an S, it'll then become to easy and an S rank or mastery lv 7 means nothing it doesn't feel rewarding anymore :)

Because there aren't definite parameters. It's based on your performance compared to other players using the same champion in the same role.

What Riot could tell is is how each factor is weighted. The problem with that is it would result in even more stat-padding playstyles and less focus on actually winning the game. We already have players trying to drag out games so they can farm more or steal more kills in an attempt to get a higher grade; knowing the parameters might make it even worse.
