Can Renekton recessive an actual passive and lower cooldowns for his abilities.

I am kind of demoralized when I am playing Renekton that he doesn't have an actual passive can help improve him. While a champion such as Yasuo has a regenerating shield and double critical strike when buying to specific items. He has a passive that is pretty much non existent when not at full health. As for his abilities they are just painful to high. Such as his Q is a flat 8 second cooldown from start to finish while Darius's Q get lower with each rank put into it. As for his W I think it should have an additional -.5 second with each rank put into the skill. Since it is his only CC ability and can compensate for the cooldown reduction nerf from on of his core item he used to build, Spirit Visage.

TLDR:

Renekton current passive is nonexistent. Lower cooldown for is Q ability. An added .5 second cooldown reduction for W ability.
