Thoughts on why nerfing Darius' passive is a step in the wrong direction

Okay so last night I saw the handle nerf on pbe which is from my perspective completely fine, you're a bully and if you manage to screw up you get punished hard, this is completely fine, however a new nerf that decreased his early-mid ad from passive is something I can't exactly understand as to why it's nerfed.First and foremost the colossus keystone is without a doubt pretty neat on Darius, even after the first nerf the keystone still remains top tier for most bruisers / tanks on top, including Darius, now another nerf came to colossus which will now make it probably obsolete for champs like Darius which opens up surge / fervor choices aswell depending on the situation. Now lets take a look back on previous seasons post the rework, darius was always in a pretty decent spot balance-wise,his winrate never exceeded 51% which even now isn't high at all,he was overall balanced, strong in low elos thanks to kit and champ design and weak in higher elo due to people actually knowing how to kite / counter him.So now that colossus has been nerfed for the 2nd time Darius will return to his original roots,so what's with the passive nerf? Any specific reason as to why exactly are you toning down his early game ad?

This happens way too often where an item or mastery is nerfed, and then the champion who got the benefit from that specifically gets another nerf on top of that. Can't Rito just way and see how the item or mastery change affects the champions win rate for a couple weeks and then tune the champion in the next patch if no changes were had? It just seems like the logical path for balancing the game.

@51.9% win rate, that's a small touch above the sweet spot (+/- 1% seems reasonable to me). Tuning colossus could drop that 0.9% down somewhere between 50% - 51% over the course of the patch. I doubt the champion nerf would hit him hard enough to put Darius below 50% at all, as that kind of jump is pretty huge, but was it even necessary if CotC was the culprit in the first place?
