That extra 30 seconds on the spooky cooldown is a Huge nerf. It's literally a +50% longer interval.
I found it's not an effective build path to put any priority on upgrading beyond

I guess I don't need those spookyghosts. Now it's just some utility that I used to know.
60 seconds didn't seem too short, except that we saw it on multiple lanes.
Still, I don't think it's that huge. It's not spam off cooldown abusive like it use to. But if you know when to cast and how to maximize it's effectiveness, 90 seconds is nothing.

That's not true either, even if you can't make use of FQC, you can still get Eye of the Watchers, Which gives you a nice 10% CDR, an extra ward, and frees up an item slot. And either item gives you plenty of Mana regen, so you shouldn't ignore it on caster heavy supports, SUCH as Sona.
