I'm going to tell you the truth about Elo Hell.
It exists. To some degree.
What I define as Elo Hell is an Elo where you can consistently (100% of the time) win your lane, but you can not win every game.
When I used to be Bronze 5, I was stuck in there for 11 months. My MMR at that time was equivalent to someone in Bronze 12. Yep, I was pretty bad. I was winning my lane every time, but I couldn't translate that into game victories. But then, I started realizing some things and I climbed, really fast.

Unless you're an ADC, roam a ton. If you are winning your lane, translate that victory into a victory for another lane. Try to make sure that at least three of the players on your team (including yourself) are fed. Thats a great way to win, to be able to carry your team in the early game, and carry the mid and late game together. If your an adc, don't be. Don't play adc in low ELOs, because no one knows how to peel.

Try to play really strong team fight champions (Kennen, Anivia, etc.) really good split pushers (Trynd, Fiora) and then do what you're supposed to do on that champion. Utilize your champion to the best of your ability. That seems like common sense, but I see bronze 5 players taking my beloved Kennen, stomp lane with him, and then split push. What??? What are you doing? Do what your champion is good at.

Play one champion. Dynamic queue is a thing. Use that to play one champion in one role. You'll master that champion, and you'll not only win lane, you'll probably stomp it.
If you do that, you should be winning about 65%+ of the game you play on your main. Of course you're going to get games when your team feeds like a couple of restaurants combined. Of course you're going to get the games when 80% of your team afk's. That's all right. Lose that game. But just remember, that game was beyond your control, and don't get tilted. Win the next one.
And just saying, if you don't win lane all the time (or you get out-jungled a couple times) you deserve to be in your elo.
