Auto attacks with ults/redcards

So, we're playing 3's against a brand/tf/ashe and the BRand is auto-attacking with ultimate and the TF is using red cards as auto attacks. This RIOT... banning people that curse, but doing nothing against AFKers and hackers/exploiters.
