The changes to red buff and blue buff
It's good that you're nerfing them, but you missed what the problem are. The durations and what the buffs do aren't what's problematic. The problem is what they do for non-junglers. I've been waiting several years for you to be willing to make something "if the champion has Smite". Now that you have, it's clear you realize that that is a fine design choice. That's what should happen with these buffs. If the champion doesn't have Smite, red and blue shouldn't slow or give mana regen respectively.
