Um for the legendary snowball or legendary axes event going on right now, is hextech crafting suppose to activate this if I craft legendary kayle for example?? I just want to know if it's a bug or suppose to happen, because I just unlocked more skins from doing this.

Yup, hextech crafting works to do the legendary axes thing, and this is intended.
