can late game champs actually be late game champs?

champs like are monsters late game, but "late game" comes way to early for them, its around 20 minutes where they have 2 items and they start to take over and doesn't matter if they were 0-3 or 0-0 because they become 6-3 or 6-0 and just carry, its nice how these guys scale well, but its a switch, its not bad then they are good then amazing, its shit early then a switch that turns them into 1v5 kings, they just need to be adjusted to where there is a mid game for them and not just crap early and godlike late.
