Poppy Secretly OP in URF?

So ARURF has taught me a lot of strong champions in URF I never knew about. One of them is Poppy. Holy crap.

I went 15-3 with her, I soloed top lane and the enemy tripled up top lane to deal with me, and I still got a god like, and I am not even a great player. The %max health damage on her infinitely spammable q does work no matter what. She snowballs so early so quick you cannot even hope to catch back up. Her first power spike(as if she even needs it yet) comes with her sheen, and then once you give her a triforce... GG. I just build tank items other than that, since her Q does %max health damage anyway.

Was the enemy team just bad? Why have I never noticed her in URF before?
