Hecarim (TOP) deserves some love

I tried to master Hecarim top with varied success in Diamond 5-2 EUW, honestly he isn't very good (but that doesn't botter me since I love playing off-meta and suffer greatly), but there is 2 things that annoy me the most. Mana costs, Q reduces dmg to minions.

First step I would love to see is remove damage reduction on Q to minions, this means less mana you have to waste to push the lane or at least remove it at level 4-5 of this ability.

Why would a champ need a buff specifically for a lane he isnt meant for?

he was a top lane champion for quite a long time. Hell he was played top in EULCS, but he has never been played in the jungle on the pro stage to my knowledge.

He was unintentionally a top laner when he had a broken synergy with conquerer which was since then patched. 5% playrate in top lane doesn't make him a top laner
