Any plans to fix the hell that is Low Diamond?

As a player who has hit as high as D1/D2 the difference between D5 games (where I’m currently at) and high Dia games are night and day. Any plans to fix the logjam of people at low Diamond who just play their decay games whenever necessary? Maybe faster Decay for Diamond players to promote people not to just sit at D5 all season.

But how will the poor "people" that buy boosts get the border and icon to brag while feedin in low plat maintain they'r rank if they have to play the game?
