Fix Alistar's W-Q combo pls

After patch v1.56, it's become much much harder to land a proper W-Q combo. Since W charge speed got reduced, the Q now sometimes hits first and then the W hits right after causing enemies to fly away which is getting insanely annoying. Before the patch this almost never happened but now its happening all the time.

Yeah Fix it.

Q can no longer be cast until W animation finishes.

W now knocks back the target faster and the CC immediately stops when the target hits an obstacle.

Buff Alistar accordingly since he's no longer a giant pile of tanky CC cancer.
