can someone help me figure this out? (champ mastry problems)

okay so this is kind of a 2 parter (Also loosing my forum virginity because this is so frustrating)

part one are we supposed to be able to get champion mastery tokens from the rotating que? i have gotten a few s+'s on definitely not dominion and no shards... however i did get my level 5 mastry from playing it.

part 2 does cs have THAT much to do with achieving an s or higher, and on some champs.. should it? last game i played with lb i went 10/0/1... the game lasted 20 minutes i made sure to take out 3 towers and i tried my best to cs all game (73cs)... some champs don't rely as heavily on cs as others and i think that should be accounted for (i got most of my gold from ganking lanes for top and bot) but come on... 10/0/1 against vlad mid and helping all the other lanes while holding mine...

so i guess what im trying to figure out here is... WHAT AM I DOING WRONG RITO?!?!? lol.
