Some love to talon?

In my honest opinion Talon is balanced but i think he still needs a bit of love his passive is kinda of weird in some situations and his new E is not bad but needs more power into. Instead of having a 1 sec silence as he use to have is it possible to have it like half a second or his E can interrupt channeling spells just like kassadin can. Maybe if he kills a target while his E damage amplifier is on, his E resets like Katarina cuz in the end it doesn't do damage and it can give him abit of mobility. This is 100% my opinion and I'd like to hear others ideas as well.
