MATCHMAKING!!!

What in the hell! Why are people in supposed lower ranks tearing me to bits, and then when i go against people my own rank I mop the floor with them. There is almost -never- an in between where it's competitive and fun. Where is everyone that is supposedly at my rank level? (silver)
