Make duos play flexQ. There is not a single negative effect to having a true soloQ and having duos play flexQ.

Trolls and flamers will always have alternate accounts and make new accounts to keep trolling and flaming.
If someone is not going to play seriously in ranked games then they need to be removed from the ladder entirely. The account needs to be flagged as a troll account and have its access to ranked games removed. Simple.

The only time I could see bitching about it is in like master elo or high diamond. Other than that.... its really not something to cry about.
