Yeah, Riot seriously messed up with Vlad.
He was reworked completely to make him ''fair'' from his opponent's point of view and not with any consideration on whether or not it would be fun or viable to keep playing Vlad from the perspective of a Vlad player.
This ''rework'' has been nothing short of an unfair nerf all across the board to an already non-meta pick.
He has less sustain, less DPS, less reliability, less damage all across the board. Most of his damage on paper can't be used at all against competent opponents (people walking away in lane whenever they see that yellow bar which tells them WAY TOO MUCH) and if he goes E, its telegraphed to the enemy from a mile away.
