Please make the Leaver Buster better!

I'm mainly just posting this out of frustration, but we also need to improve the Leaver Buster to be more forgiving to those with bad connection. Alright, here's what happened: I hadn't gotten a leaving penalty in months, then the power goes out mid-game. Well, no problem, that's just one game. The following day, I start a game, but never connected. Well, technically I was "connected," I could hear sounds, taunts, etc., but I had a black screen. Alt+tab wouldn't work either, so I restarted my computer, thinking I would just reconnect. Well, my team immediately thought that I would never connect, and just surrendered right away. I get on league, and realize the game had ended. I start another game, and without notification, I have a 20 minute Leaver Buster penalty for five games. And now I'm here. Please don't take this with a grain of salt (as salty as I am right now), but this story was merely an example for the tweaks that the Leaver Buster has, and other people have probably had it worse. And one more thing: do you really have to be punished for leaving in normals? I understand ranked, but normals is... well, less important.
