Is Shen coming back?

After not seeing a Shen at all for half a year, there's been one in like my past 4 games. I personally hated Shen fotm, but I guess it's nice to see him being played again. Anyways, if he is becoming popular again, any reasons why? Btw, I've been mostly playing ranked games the past year, but my last few were in teambuilder testing out the new map.
