you give an adc the fastest mode of travel, give all her spells the ability to proc her harrier, then you give her a smokescreen on top of it all so she can just come in on her bird "smokescreen" you two shot you when all you see is 2 feet around your character... nope that's not op at all.
So that in a balanced state she does not need to be snowballing incessantly in order to be useful for her team. That isn't to say she's balanced on this patch; she most certainly isn't.
In a balanced state, she'll be able to hit a good Q on a mage or marksmen to help her team win a fight, rather than having to have all her value loaded into her R and raw damage.
Because they nerfed her damage to shit, and she had the lowest winrate in the game without it.
She was, and still is, feast or famine. If she gets ahead then it's a nightmare but if she doesn't she's left to split-push while still pretty vulnerable. The ult takes time to channel and almost all champions have a dash of some type now. At least it feels that way.
