How to get a response from @Riot to a reasonable question?

I've been asking this question on the Quick Gameplay Thoughts, in related threads and I can't seem to get a response, not even a 'we don't have plans', or 'we never tried that'. It's a question that's kind of been eating my brain.

My question is related to what the role of an ADC is, vs maybe what it's intended to be, or what it could be. Currently it's been described by Meddler and other Rioters as a sustained, single-target damage dealer, late-game carry, tank buster, and tower destroyer. Weaknesses are squishiness, weak early game, low mobility. ADCs who break those should sacrifice power elsewhere.

Regardless of how good or bad that Marksman paradigm is enforced is not my question.

TLDR: Has Riot ever looked at making 'tank-buster' not a class feature, but a kit feature of certain champions. Also, is bad waveclear supposed to be a weakness of the class? If so, do you think that items like Shiv and Hurricane have shored up that weakness so you don't need to pick a ADC that has waveclear as part of their kit, because by midgame they can just clear waves with a crit no problem?
