Why are you lowering his E (Fling) dmg so much when it already cost so much mana for him to cast it?

Riot's balance philosophy is to nerf the weak points in a champion's kit, thereby solidifying and enhancing a champion's strengths and identity.
It's an illogical and ineffective ideology in a game with 140 champions.
