So I'm just looking for information right now. Didn't Riot say that there would be a practice mode implemented? Is it just not here yet or are they just not making one?

They said it was going to come some time next year. Don't hold your breath, though. You'll suffocate waiting.

They announced not too long ago that they started work on a practice mode officially, but I wouldn't expect it till later 2017.
