Deaf Aid- Programmer willing to Donate time

As a lover of League of Legends and new champions/releases, I want to take some pressure off of our friends at Riot games.

As a deaf league of legends player it has come to my attention (from my friends telling me) that there are tons of sounds that give you a huge advantage if you are able to hear. As it is literally illegal I am happy to help Riot out and donate my time to create this for you. We have attempted to sign up for Riot Api to no avail.

While forum posts of this issue have risen up in the ranks (in the past) no one with experience developing has stepped forward to volunteer their time to help. The way I would implement this to not be an unfair advantage is if you have sounds off then the Disability Aid will come into effect so you can only have one or the other. I will also be balancing it based off my knowledge as not only a game balancer but a Diamond player (This is a throwaway so people don't snipe me in diamond with nid/ezreal/shaco/sion/reksai etc. etc.) and lover of Gweedo. You can say my work hardness level is 10/10.

Here is the law for context

The law The Americans with Disabilities Act (ADA) of 1990 requires that businesses and public accommodations ensure that disabled individuals are not excluded from or denied services because of the absence of auxiliary aids. Captions are considered one type of auxiliary aid. Since the passage of the ADA, the use of captioning has expanded. Entertainment, educational, informational, and training materials are captioned for deaf and hard-of-hearing audiences at the time they are produced and distributed. The Television Decoder Circuitry Act of 1990 requires that all televisions larger than 13 inches sold in the United States after July 1993 have a special built-in decoder that enables viewers to watch closed-captioned programming. The Telecommunications Act of 1996 directs the Federal Communications Commission (FCC) to adopt rules requiring closed captioning of most television programming.

Please and Thank you, Also have Gweedo on more that guy is Rick and Morty status funny. Ill pay you 25 shmekels to upvote this fellas and lady fellas. Lets do this.

Literally Illegal

Nop.

It's cool when companies go the extra mile with things like full captioning or colorblind modes, but it's FAR from illegal to not do those things. deaf people are disadvantaged I guess when they can't hear global sounds like Sion or Rek'sai ults, but they aren't "excluded or denied" a service.
