It seems to me like you'd definitely need a Sheen. An Eternity item (There's still more than one, right???) would be a significant booster too. I don't know about RoA, though.

AP/mana items could be nice, but I feel like Taric's low scaling and the lack of a focus would leave those slots to defense or more utility-oriented AD (for instance, Taric might like Titanic or Frozen). Because you're getting movespeed out of the deal, you might consider Trinity Force. Although I think almost every case for Taric's Sheen item wants to be Iceborn.

I think you'd just want to account for what early game you're pulling before Manamune is enabling silly-powerful autos. After that, it's a matter of knowing when to stop fighting.
