Enemy Teams with 4-5 smites

I just had a game where the enemy team had 4 smites. They can counter jungle and take dragon in a blink of an eye. What do you do as a jungler against team comps like this? For the trade off of maybe a heal or ignite it seems that getting dragon, rift, and other major objectives is significantly worth more value than other summoner spells. You can also use it smite minions if it is to dangerous to get close. I don't see a downside to running 4 smite on a comp. Do you think this should be allowed. Any thoughts on the matter would be appriciated.

taking smite over a normal summoner spell like ignite or heal is punishing for the enemy laner. Your team didn't capitalize on punishing the lack of heal and ignite.

Maybe lucian was bad, but he should have been all over the opposing laner cause he had heal.

5 smites have jungle control but they sacrifice some gold power in terms of usability in combat ignite exhaust ghost you name it you will have more combat value (assuming your not near jungle monsters cuz they can heal off them for a free pseudo heal spell) basically the main rule of thumb is that dont combat them in the jungle due to this healing by monsters just fight in lane and help your jg if you can due to them gonna make it hell on his end maybe afk due to this stress he faces.
