Worried about Placements

I may not be the best league player but having most of my matches have one or more AFK on my team is making me worry about where i will place. I know that the idea of Loss Prevented, and canceling matches has run through the ringers as bad solutions but what about having someone preform a speed test and computer specs test weekly or bi weekly in order to actually PLAY ranked. This wouldn't pertain to normals and such but just strictly to ranked. While it may not stop the AFKs, Leavers, and D/C that are caused my intermittent issues, it would resolve the ones caused by those attempting to play ranked with internet speeds and PCs that just don't meet basic specifications to run adequately. This would also alleviate the number of reports posted about AFK and leavers to just those that do it purposefully to troll in effect strengthening the tribunal process. Meanwhile, this adjustment would protect those that have poor net quality or weak PCs from being time-banned or worse.
