Hey guys! Having recently decided to focus on my mid lane play, I picked up Viktor...and he's fun. But how do you aim his E (laser) with quickcast / smart cast on?? Do I have to turn it off to aim it consistently ?

It's a matter of practice.
I use quick cast and hit most my laz0rs
Select a point within the 1-500 unit range, press E, flick wrist, let go of E.
I usually just do it without quick cast. Much easier and more accurate but a little bit slower.
Hit e while drawing the line you want with your mouse.
