Regarding Ezreal and any particular changes you may be considering at Riot HQ
The Gameplay section might not be the best place to put this since it'll probably get buried after a while in the chaos that is preseason posts, but bear with me. Lately Ezreal has proven to be very dominant. His interactions with Muramana has been hotfixed and it remains to be seen whether he needs further tuning down or it is Kleptomancy that makes him look out of line. In any case as an Ezreal main for a very long time I want to throw my opinion here. I know the Boards are observed by rioters and if it reaches even one I'll be thankful.
Let's talk about the new runes and Ezreal:

Most people are running Kleptomancy and I can see why, after trying it I'd find myself with a load of gold & consumables to help me in the lane or increase my gold lead further if I sold them. Many people fail to mention two important parts about Kleptomancy: 1) an rng Elixir of Skill early on can completely win you the laning phase and 2) there is no downside in using it since consumables will be instantly activated with a full inventory. Kleptomancy is unhealthy for those 2 reasons and not because Ezreal or Gankplank can abuse it-in the same logic we can call Predator out of line cause Hecarim and any roaming support can abuse it. It creates a feeling of unfairness since you can either auto-win the lane through rng Elixir of Skill (in all cases I got it as Gp or Ez the lane went immensely in my favor) or just sustain through the auto-consumption effect. In my opinion Kleptomancy needs 2 things: completely remove that Elixir or make it unavailable until 10+ minutes and make auto-consumption not a thing, which will force the user to either keep items to sell them later on or use them to get the full benefit of the rune.

Aery is amazing on Ezreal, plain and simple. You can reliably proc it and your W can give shield to someone in a dire situation. It might actually be more than good. As of this post being written, Aery is getting nerfed damage-wise on PBE and after that nerf it will be in line I believe.

For Domination tree: Electrocute is good in any champion that can proc it. Ezreal obviously can so if you're looking for small trades or a bursty potential it is a great choice. Harvest feels nice but takes too long to stack, if you like it though it's completely viable. Out of the two, Electrocute feels better for me.

Precision tree: Press The Attack is being used by many adcs as of now (unless the botlane runs Tempo carry with PtA support combo), Ezreal can use it but it depends on your build path: electrocute is better if you start Tear and PtA is better if you skip Tear. Also note that in teamfights PtA will be better than Electro in most cases, but here comes your other option. Lethal Tempo is excellent for Ezreal in teamfights since your passive and W self-buff with Tempo and a BoTRK will melt any frontline in seconds. It's a very underrated choice but I recommend it.

One last thing to mention, Glacial Augment in some matchups is a great option since it can replace Iceborn. It's an item I rarely build nowadays and opt for Triforce 90% of the time but if you need extra kiting power for whatever reason the rune is there for you.
Now what can we get from all of this. From what I have been testing, Kleptomancy is the only one that feels imbalanced for the reasons I mentioned above. I think that the rune is overtuned, Ezreal can abuse it and this results in a bad experience for his opponents if he runs it. I personally don't, playing around with the other runes feels satisfying without giving you the feeling of being broken. I strongly belive it is the rune that breaks him and not Ezreal himself, but that's just a personal opinion after testing at the end of the day. With that said, I want to mention something else. Ever since the Muramana bug and the introduction of Kleptomancy I've seen a fair amount of posts asking for Ezreal to get nerfed or even reworked. So let me give you my insight on that, and specifically the 2 things I've seen people want changes on: his Q and his W.

His Q applies on-hit effects. People argue lately about whether or not that should be removed. But let me ask, is it his Q that breaks things or that people fail to realize that his Q can break X item and ship it in the game anyway? Does his Q exclude LoL from the creation of other fun on-hit items in the future? That can be said for any champion in the game. We have over 100 champions, any one of them can potentially break some potential item in the future. Should we remove every single niche from all of them? In any case removing the on-hit effect on his Q will demand serious buffs somewhere else. And for better or for worse I want to emphasize something.

DO NOT change his hybrid nature. This is something I have nightmares about seeing as how every champion lately is remade to fit in a specific role. That is a good thing for champions that lack a role, but Ezreal doesn't. I have been playing him both as an ADC and an APC over the years and both versions are just as viable. The ability to shift between the two and even being able to go for a hybrid build makes him one of the last true hybrid champions in the game (by true I mean viable). That also affects his W. Removing the AP scaling from his W and making it another AD ability will ruin his duality. Can his W be improved? For sure, but not in a way that will leave either of his 2 forms in the gutter. The fact that his Q can now proc spell effects has been an amazing thing and I'm relieved to see Riot recognizes both of Ezreal's build options. Just keep it in mind. His kit is great for both AD and AP builds, one of which got a great change recently with the Q spell proc addition. No matter what may change in the future, preserve both his forms, that is all I ask wholeheartedly.
If for one second we can make Boards a place of discussion instead of flooding them with rants this preseason it would be great. Rioters themselves have stated they would prefer to have more meaningful conversations here and thus I went out of my way to create this wall of text, to whoever it may concern. Keep it civilized bellow, tell me your experiences with the new runes and create similar discussions for the other champions so that Riot can have constructive feedback.
