Why do people who have bad internet connection play ranked?

Just lost a game because one of our teammates had bad internet and said he had to relog.

If you have bad internet connection, please stay away from ranked until you can fix it.

Maybe there should be a connection test before you play ranked and if you have bad ping, it won't let you play ranked.
