AP Champ Damage to Inhibitors

It is well enough known that AP champs deal additional damage to turrets according to AP, why has this not also been transferred to their ability to damage inhibitors?

I am sure people have had their experiences of being a lone AP champ trying to take down an inhib only to be stopped because of how long it takes them compared to ADC, or even tanks, at that point.

Is there reasoning behind this? All it seems to do is skew push power toward AD mids again, which they are already disproportionately strong at pushing compared to AP as it is.

tl;dr Give AP champs the same bonus AP damage to inhibitors that they get against turrets.
