Sion is one of the least tanky tanks at level 5. His base stats are unbelievably low because he scales infinitely.

Besides that, it's your fault for going into Ryze's range when he was at 3+ passive stacks.

He has been nerfed, you should understand a champion before you even complain on the boards. I'll give you some advice since you obviously don't understand his abilities, his damage comes from his passive, when fully stacks he gains massive cool down reduction each time he uses an ability, you can tell how many stacks he has by looking at the white dots circling around him. [zombie-brand-facepalm]

Hey there bud, I'll try to answer your question the best I can with a few points.

1. Ryze is a counter pick to most close-range top-laners with very little inherent damage in their kits. A good Ryze will effectively dominate a tank top such as Sion, Malphite, Maokai, etc. if he is allowed to get within range.

2. Ryze's passive DOES fill in as suitable counterplay. In fact, for a while, people thought it was TOO much counterplay, as his win rate dropped to almost 40% shortly after the rework nerfs. There are clear windows of power in his kit. While it is difficult for a lot of melee-oriented top lane champions to deal with Ryze, you CAN beat him with a strong lane-focused fighter/carry top laner. Ranged top laners (such as Quinn or Gnar) also tend to have an easy time against Ryze, due to them being able to outrange Ryze's ability combo.

3. Also, when playing a tank in the top lane, understand that most ranged champions will abuse you. Few tanks have any meaningful long-range abilities that provide damage. Most long-range abilities are meant for CC chains. As a result, there is little chance that you will win against ranged, damage-oriented laners 1v1 as Sion when they're able to land two or three abilities on you before you can even close the distance to use YOUR abilities. However, if you can coordinate ganks, that's where your tankiness and CC become effective, and in team fights. You don't pick tank top laners in order to destroy your lane; you pick them in order to provide utility or CC for the team in the mid-to-late phase of the game, or to fill a gap of front-line champions.
