Cass is a toxic champion and should be banned until everyone reaches level 30.

I'm tired of my friend thinking he doesn't have to build boots EVERY DAMN time he plays League now just because he used to main Cass. Now he finds no reasons to build boots on any other champion and calls boots a trash tier item.

Make Cass requirements only level 30, where people need a understanding of what to build. THANK YOU
