I believe the intent was to shift his power around, while adding in some more counterplay. Since he can now stack twice on every Q, (and at longer range I believe) it seems like his power would build significantly faster. If he was allowed to spike this soon while keeping an instant stun, he would be able to delete people DFG+silence old busted leblanc style. While I can see this being a difficult transition being difficult, I feel that it is a buff in the end, and serves to improve the health of the game.
