So If Remakes A thing Why Kick Players in Champ Select

So if remake is now a feature where we can remake our games if someone happens to be AFK in it. Than why is the feature that kicks people out of champ select when they forget to press the "Lock In" Button still a thing. It's just bothersome the amount of promo losses I've gotten as a result of this and I'm sure I'm not the only one. Especially when this feature was to prevent an afk player in your game. When we now have a different feature to prevent an afk player in your game.
