Just got a new pc and went to play a match. I went to go to the practice tool first to mess with settings so I could have those all good before I was in an actual match. When it should have launched the match, I instead got an error code saying this dll file was missing. Some google searches told me to update graphics drivers, did and nothing. Directx9, windows said that it isn't used for windows 10. Reinstall the program, you guessed it, still didn't fix it. I even went as far as to go into the system files and see if I truly was missing the files, yet found both the 32 and 64 bit versions. Any ideas? I just wanna go tear it up on the rift :/

Okay so that is the directx program I tried downloading earlier and when I opened the setup it said it couldn’t run on windows 10.

Or is it just a different program with the same name? One I used earlier was said to be directx9

Don't know what version of DX you downloaded - cause the latest version of DX (from above link - the official link from Microsoft) - works as it should on Windows 10 64 bit. And LoL needs it to run properly.

It's fully supported by MS (meant for windows 10 as well) - but doesn't come preinstalled with latest version of Windows 10. Same goes for different versions of Microsoft Visual C++ which sometimes you need to a certain game that's dependent on it (it's usually embed in the installer - since you need the right version - for that game to run properly).
