Base stats after Runes Reforged?

Something I noticed people haven't really been talking about: I feel like Runes are pretty core to how people play the game right now. Early trading, CSing, and even build order can be altered and optimized by using the current rune system (not to mention the entire jg will need to be retuned). For example, right now Yasuo can cap his Q cooldown with 6 AS marks and 2 AS quints, Phantom Dancer or another Zeal item and Berserker's greaves. If the AS runes aren't an option, you can't cap the Q cooldown without building more AS items. CDR Runes are also important right now, and there does seem to be a pseudo replacement for that already, but it's another example. I'm really wondering if Riot plans to change base stats of all the champions to compensate for early CSing, trading or jungling.

Tl;dr: How does Riot plan to deal with the massive change of early levels with the perks rune system?

One example I didn't mention. Thresh has 16 base armor. Runes can make up for that, but if they change and can't grant some early durability, Thresh will be massively weaker in lane phase.

I think they stated they would do a pass on all champs to adjust base stats as needed.

They gave all champions +4 base Armor back when Armor seals got nerfed a few seasons ago, so the concept of adjusting base stats to compensate for rune changes isn't new.
