skin shard help

so lets say you get 3 of the same skin shard ex. (3) snow day ziggs shards. with those 3 can you make the skin permanent? my friend was telling me to save multiples because if you get 3 of the same kind you can automatically unlock the skin. just wondering if i'm wasting time holding on to them or if its better to just disenchant them now
