Cannot Connect/Log On

Alright, I've been playing League for a while now. Recently in game, my friend and I like to play together, he's not been able to enter the game and then he is forced to log out and try to reconnect. He gets punished for this and it's not his fault nor is it his intention to leave game. Today he started playing and it happened again, only this time he couldn't log in at all after being disconnected from the game, therefore getting himself punished and the team punished in game. I don't know what Riot is going to do about this but I hope that he doesn't get punished for this because it's happening to other players as well. I hope that this issue is something that can be resolved, and that players who are having this issue will not have any consequences for something that they cannot control or fix.
