the leaver buster is pretty advanced,if you sit in your base and move your champion around so that you dont get the error message the game identifies you as an afk.
Riot doesn't care what lvl your are , and if you really believe you didn't leave a game you can send in a ticket but they will then tell you that you did in fact leave games , after which showing proof that you did will tell you that there not removing the lower prio.
I got that message about a year ago soon after hitting Lv 30. I was playing, and a sudden and completely unexpected power surge killed the electricity (and internet) in my house. Got shit together quickly, but still had to sign that stupid pledge even though I was back well before the game ended and helped my team win.
