Can some balance team member explain the teleport nerf ?

7/5 PBE Update: More Tentative Balance Changes

So once again Riot is nerfing teleport. The reason for this is most likely the recent rise of teleport botlane and to a certain extent midlane in mostly competitive and partially in soloQ as well. So for any rioter that could read this I want to say. DON'T NERF TELEPORT AGAIN. MAKE OTHER SUMMONERS USEFUL AGAIN. By other summoners I mean Heal/Barrier/Exhaust. People are not playing teleport bot because it is broken, but because every other choice is just so bad that you would rather teleport to get one wave of minions.

I can actually.

They are nothing but braindead apes which is why they are nerfing the only way a toplane (an insland) can interact with others and contribute to the game.

Thus, they are morons and silver hardstucks who got no idea what they are doing.

Games on high elo with Toplaners, Midlaners and Botlaners taking all TP but sure they are nerfing it for the silver hardstucks.

Teleport is brouken and needed nerfs, but I'm not sure if the direction of the nerfs is the good one.

No teleport have not changed for a very long time after they hard nerfed him. Teleport is not the issue, its like saying Flash is too op. The real problem is that namely heal is too bad as opposed to ignite so it is no longer good to take it, therefore Teleport is the second best deffensive summoner.
