More custom game editing

i think that we should have more ways to edit our custom games i know that the urf was removed and i think that this would be a good fun replacement. (by the way this a legit request to put into league) i think that when creating custom games you should be able to do more to edit your custom games adding things like starting cooldown, start gold/gold gain per second, damadge and resistances. This would be a fun exiting addition and would improve the gamemode diversity
