New Matchmaking System

Can Rito please create a new matchmaking system that takes into accounts player's behaviors and skill grades and keep them separate from other types of players. I literally went from Silver 1 to Silver 4 in 2 days. Almost all the games I've played were with people who were toxic or could not learn how to play properly and not feed. This pisses me off every single season since season 5. Never do I get to play games where people are nice and communicate well. Being a veteran player since early season 2, I've gotten tilted to the point where I physically want to harm someone/something because of the negative behaviors of these players and I usually do not feel this way. I've been gold since season 4 except season 6 and this season I went 3/7 in promos which took me from Gold 4 mmr straight to silver 2. I did end up going to silver 1 within a day, but since then, I either fluctuate back to silver 2 or go on a complete losing streak even if I take breaks in between games. Now I'm back down to silver 4 because ranked seems to be infested with toxic players who think they know everything and blame everyone else for everything. Someone please tell me there is some type of system being made to mitigate or fix these problems in matching players.
